PUBLIC NOTICE
Fact Sheet: September 23, 2013
Case Closure for Leaking Underground Storage Tank(UST) Site
7-Eleven Inc. on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites public
comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking underground storage tank
(LUST)case at the below subject site (Site).
SUBJECT SITE: 7-11 Store#20632
4627 DaVinci Drive, Stockton, San Joaquin County, California
GeoTracker Global ID#T0607700798
SJCEHD Case Number: 1074
PUBLIC COMMENT PERIOD: 60 Days—September 23, 2013 through November 22, 2013
CASE SUMMARY:
SJCEHD and the Central Valley Regional Water Quality Control Board (RWQCB), in cooperation with the property
owners and responsible party (7-Eleven) and their environmental consultants have evaluated soil and groundwater
conditions, and health concerns at the Site resulting from historical unauthorized releases of gasoline from
underground storage tank (UST) systems formerly utilized for fueling operations at the Site prior to the 1998 UST
system upgrade.
Soil and groundwater investigations were conducted from 1997 to 2013. Gasoline hydrocarbons were detected
in on-Site soil and groundwater. Limited over-excavation was conducted in October 1998 during the UST
replacement (approximately 967 tons of impacted soil was removed). During this time, dewatering of the UST
basin was used as temporary remediation, and a total of 92,000 gallons of groundwater was pumped and
removed from the Site. Remedial actions of spot excavation of the former UST and dispenser area, dewatering
of the former UST basin, and natural attenuation have reduced mass to very low concentrations in both the soil
and groundwater. Remaining mass present at the Site should continue to decrease without additional mitigation
as the extent of the plume remains stable.
The SJCEHD submitted a Closure Summary to 7-Eleven in June 2013 following concurrence from the RWQCB.
After receipt of notification that all case closure activities are completed, the SJCEHD intends to issue a No Further
Action Required letter for the Site.
WHERE TO GET MORE INFORMATION
Site information can be obtained from the GeoTracker web site at: http://geotracker.waterboards.ca.-gov/.
