City of Lathrop 3 20 October 2014
The EKI report also stated that:
"The capture and separate disposal of the high-TDS discharges from the water softening
system and the broth line described above are the result of recent modifications
implemented by Swiss/Hormel in an attempt to reduce its TDS discharge. Other TDS
reducing modifications recently implemented by Swiss/Hormel include:
• Elimination of the plant's meatball line,
• Reduction in the use of caustic chemicals for cleaning; and
• Extension of the production shift on the crumbles line to reduce the number of
sanitation cycles by 40 percent."
Questions:
a) Has SAS continued to implement the salinity control measures listed above since 2009?
b) If not, what salinity control measures are being implemented by SAS?
4. The City submitted two Wastewater Discharge Permits. One permit is for American Swiss
Sausage and the other one is for In-N-Out Burger.
Questions:
a) Are these two companies the only significant industrial users?
b) Has the City identified all significant industrial users in Crossroads Industrial Park?
c) If so, include company names, their wastewater flow rates and monitoring data, especially
TDS data. If the City has issued permits for these companies, please include permits and
historical monitoring data.
d) Describe City's enforcement actions in the last ten years for violation of City's Industrial
Wastewater Ordinance or the permits issued by the City.
By 20 November 2014, the City shall submit a ROWD Addendum to address above questions.
Please contact me at (916)464-4689 or Ifu(a)waterboards.ca.gov if you have any questions
regarding this letter.
f
LIXIN FU, P.E.
Water Resource Control Engineer
Waste Discharge to Land Permitting
cc w/o enc.: Rodney Estrada, San Joaquin Environmental Health Department, Stockton
Steven Beck, Stantec Consulting Services, Rocklin
Patrick Flynn, City of Lathrop Public Works Department, Lathrop
Gregory Gibson, City of Lathrop Public Works Department, Lathrop
John Fio, HydroFocus, Inc., Davis
