BE.-JE, <br /> oovexxox <br /> -�Awo ��%_ Euv wox ER..oenm.m,ox <br /> Water Boards <br /> Central Valley Regional Water Quality Control Board <br /> RECEWE p <br /> 12 June 2014 <br /> JUN 132014 <br /> Patrick Flynn ENVIR0NMEN1r <br /> Director of Public Works PERMR/SERVIC S_7H <br /> City of Lathrop <br /> 390 Town Center Drive <br /> Lathrop, Ca 95330 <br /> REQUEST TO DISCHARGE MER EFFLUENT TO CROSSROADS WASTEWATER <br /> TREATMENT PLANT LAND APPLICATION AREA, SAN JOAQUIN COUNTY <br /> Central Valley Water Board staff has reviewed the City of Lathrop's 5 June 2014 Request to <br /> Discharge MBR Facility Effluent to Crossroads WWTP Land Application Areas (Request). <br /> Additionally, staff contacted Mr. Gregg Gibson (project engineer) on 10 June 2014 for additional <br /> information regarding the Request. <br /> Based on the Request and staff's conversation, we understand that the City is requesting to apply <br /> effluent from the MBR facility to cropped land application areas currently irrigated with effluent <br /> from the Crossroads Wastewater Treatment Plant (WWTP). The proposed discharge would occur <br /> when and if crop irrigation demands exceeded available water from the Crossroads WWTP. <br /> Water Recycling Plant No. 1 (WRP-1), which is referred to as the MBR facility in the Request, <br /> provides wastewater treatment that includes denitrification, tertiary filtration, and UV disinfection, <br /> and is regulated under Waste Discharge Requirements (WDRs) Order R5-2006-0094. <br /> Order R5-2006-0094 specifies available land application areas that effluent from WRP-1 can be <br /> applied to. <br /> The Crossroads WWTF provides secondary wastewater treatment and disposal is regulated <br /> under WDRs Order R5-01-251. Treated effluent is stored in three lined ponds and then <br /> discharged at agronomic rates to three land application areas which consist of approximately 44 <br /> acres of cropped land. <br /> Discharge Prohibitions in both the WDRs for the Crossroads WWTF and for WRP-1 prohibit the <br /> disposal of treated wastewater outside of land application/disposal areas specifically identified in <br /> each WDR. The Crossroads land application areas are not identified in the WRP-1 WDRs. <br /> Therefore, staff cannot authorize your Request at this time, as the discharge would be a violation <br /> of the WDRs. <br /> The City was previously allowed to apply WRP-1 effluent to 13.5 acres of land application area <br /> associated with the Crossroads WWTF during the 2013 pond demonstration test. The purpose of <br /> the test was to determine if the City could convert land application areas to percolation ponds. As <br /> stated in the 18 December 2012 approval letter, the discharge was to be of limited duration <br /> (cease by 30 September 2013) and any long-term changes in wastewater discharge practices <br /> would require revisions to the current WDRs. <br /> Knx,E Loemev Sc D, P.E., cnnw I PA.El G.
