General Information <br /> In the June 10,2014,letter"Incomplete Report of Waste Discharge,City of Lathrop <br /> Crossroads Wastewater Treatment Facility,San Joaquin County;'Central Valley Regional <br /> Water Quality Control Board (RWQCB)staff requested a Monitoring Well Abandonment and <br /> Installation Workplan.The purpose of the workplan is to remove existing piezometers <br /> located in Land Application Area 3 (LAA 3) prior to its partial conversion to a percolation <br /> pond (Figure 1).Furthermore,RWQCB staff requested that at least three monitoring wells <br /> be installed outside the LAA 3 area.This workplan responds to that request.Additionally, <br /> the City has concluded that monitoring data indicate likely well construction problems in <br /> well KMW-7 and recommends the destruction and removal of this well from the Crossroads <br /> Wastewater Treatment Facility groundwater monitoring network.'This well has been <br /> approved for destruction by the Central Valley Regional Water Quality Control Board? <br /> 1.1. Background <br /> The City of Lathrop's Crossroads Wastewater Treatment Facility [WWTF) treats and <br /> disposes domestic wastewater generated within the City of Lathrop.The WWTF is regulated <br /> under Waste Discharge Requirements (WDRs)Order No.5-01-251.The City of Lathrop and <br /> Crossroads CREA LLC are named as the Discharger,and the WDRs apply to existing and <br /> proposed treatment capacity expansions.The WWTF operations include storage of recycled <br /> water in ponds and application to agricultural LAAs. <br /> The City of Lathrop also operates the Membrane Biological Reactor Water Recycling Plant 1 <br /> (MBR WRP-1) on land adjacent to the WWTF.The MBR WRP-1 treats and disposes domestic <br /> wastewater generated in existing and planned residential and commercial developments <br /> 1 City of Lathrop Third Quarter 2013 Groundwater Monitoring Report,Crossroads Wastewater Treatment <br /> Facility.Order No.5-01-251.
