Hazelton Avenue <br /> Stockton, California 95201 <br /> MLQr-k:plan for Investigation and Closure of Remaining Fill Ling <br /> Stockton Railyard and Fueling Facility <br /> Santa Fe Railway CQ-m-J29nY <br /> Dear Ms. Hinson: <br /> Per our telephone conversation on April 29, 1992,we are submitting this workplan for the <br /> investigation and.closure of the remaining fill line for the former 10,000-gallon wastewater Wk at <br /> .the Santa Fe Railway Company railyard in Stockton. Figure 1 shows the approximate location of <br /> the remaining fill line. The fill line is located adjacent to the main track leading into the trailer on <br /> .flat car/container on flat car(TOFC/COFC)portion of the yard,and is also the scale track used in <br /> weighing the trains. As such, shutting down the track for the length of time needed to remove the <br /> fill line would significantly disrupt activities at the railyard. In addition, sampling below the fill <br /> line every 20 feet along the entire length of the line would be time consuming and may also disrupt <br /> site activities if a backhoe or drill rig were used to collect the soil samples. <br /> In light of the above concerns,we propose to evaluate the potential presence of leaks in the fill line, <br /> investigate the potential presence of petroleum hydrocarbons should leaks be found, and close the <br /> fill line in place. <br /> To accomplish the above tasks,the following activities would be completed: <br /> • Evaluate the potential vresence of leaks in the fill line by filling the line <br /> with pressurized gas containing either helium or other trace chemicals, and <br /> monitoring the length of the line for the presence of the gas. Leaks in the <br /> fill line would be identified by the presence of elevated levels of the trace <br /> chemical in the soils adjacent to or above the line. <br /> • Once the location(s)of potential leaks are identified, soil gas samples <br /> could be collected from each of the leaks to evaluate the potential presence <br /> of petroleum hydrocarbons in the soils adjacent to the former fill line and <br /> may help reduce the number of location(s)requiring sampling. <br /> • The former fill line would then be closed in place by pressure grouting <br /> with a cement grout. <br /> • Soil samples would be collected from the location(s)of potential leaks <br /> identified above. The horizontal and vertical.extent of petroleum <br /> hydrocarbons in the soils would be determined by collecting soil samples <br /> from the area adjacent to the potential leaks.
