2 <br /> Waste Manifest Number 89804342 The nnse water and residual material from the . <br /> 10,000-gallon wastewater tank was transported by Kern Vacuum Service to Refineries <br /> Service under Uniform Hazardous Waste Manifest Number 89804377. A copy of the <br /> manifests signed by the transporter are included in Appendix B. <br /> 4 After triple rinsing,the underground storage tanks were inerted by packing with dry-ice. <br /> Both oxygen content and lower explosive limits were monitored m the tanks by Mr. Ron <br /> Hiltscher from the City of Stockton Fine Department. When the tanks were properly inerted, <br /> Mr Hiltscher confirmed the LEL and oxygen levels and allowed the tank removal activities to <br /> proceed. The underground storage tanks were then removed from the ground. The 26,000- <br /> gallon and 2,000-gallon tanks were transported to the Learner Company of Stockton for <br /> destruction The 10,000-gallon tank was transported to LMC Metals of Stockton for <br /> destruction. A copy of the San Joaquin County Underground Tank Disposition Tracking <br /> Record signed by the disposal facility is included in Appendix B. <br /> 5 Removal of the underground storage tanks was observed by Mr. Charles Hunt from <br /> San Joaquin County Public Health Services Upon removal from the excavation,the <br /> underground storage tanks were cleaned of adhering soil and inspected for evidence of leaks . <br /> No holes of patches of thick rust were observed on the tanks Visible staining was present in <br /> the soil beneath the 26,000-gallon diesel tank and the 10,000-gallon wastewater tank, and <br /> petroleum odors were detected during removal of the tanks. Soil samples were collected for <br /> chemical analysis following removal of the underground storage tanks. <br /> 6 The wastewater line from the fueling platform to the 10,000-gallon wastewater tank was <br /> integrity tested on November 21, 1990 by Cusp Tank Testing of Stockton. The lune initially <br /> passed the integrity test at 2 psi pressure, but failed the integrity test at the required 5 psi <br /> pressure A copy of the test report is included in Appendix C. The soil beneath the lute will <br /> be sampled and tested for total extractable petroleum hydrocarbons every 20 feet as required <br /> by San Joaquin County. Removal of the line is dependant on the results of the soil samples <br /> and final placement of the proposed clarifier system <br /> 3.0 SOIL SAMPLING <br /> 1 Soil sampling from beneath the former underground storage tanks was observed by • <br /> Mr. Charles Hunt of San Joaquin County. The location of the soil samples are shown in <br /> ENVIRONMENTAL SOLUTIONS <br />
