Dear Ms Hinson: An estimated 2,000 cubic yards of soil containing elevated levels of petroleum hydrocarbons was removed as part of tank removal activities at the Santa Fe Railway Company's Stockton Railyard and Fueling Facility The preferred option for handling the soil is beneficial reuse as base material for resurfacing a parking lot on Santa Fe property The parking lot will be resurfaced in the next month or two, and the soil would be blended with the gravel base rock prior to application to the ground Road oil will then be spread over the surface to create an asphalt-like surface To evaluate the potential hazardous nature of the soil, a composite sample of the soil was collected on November 26, 1990. The composite sample represented 13 sample locations within the stockpiled soil The composite soil sample was submitted to Canome Environmental Laboratory . located m Stockton, California. The composite soil sample was analyzed for selected parameters indicated in Title 22, Article 11 of the California Code of Regulations,based on discussions with the California Department of Health Services (DHS) and San Juaqum County Public Health Services According to Mr. Noel Laberty of DHS, they would not be involved in permitting the reuse of the soils if not considered a hazardous waste The selected analysis included volatile and semi-volatile organics, pesticides and PCBs, metals,petroleum hydrocarbons, and an acute aquatic toxicity test. The indicated tests represented the range of compounds potentially present in the tanks The results of the laboratory analyses are presented in Table 1 The composite soil sample is not considered a hazardous waste based on results for the above tests. Thus, use of the excavated soil as base material for the resurfacing of the parking lot should be acceptable Resurfacing of the parking lot is scheduled to begin immediately. Prompt review and approval of the reuse of the soils for base material would be greatly appreciated.
