Kennedy,,Jenks Consultants <br /> Section 3: Site Description and History <br /> The Site is the BNSF Mormon Yard, with the address of 801 Diamond Street, Stockton, <br /> California. The Mormon Yard is an active railyard with railroad switching, railcar and <br /> locomotive maintenance, etc. <br /> In October 2011, a diesel locomotive spilled approximately 1,400 gallons of diesel at the Site <br /> on a track between the maintenance building and Diamond Street(Figure 1). A BNSF <br /> contractor responded to the spill. The spill response involved plugging the leak, removing the <br /> track panel, excavating the impacted soil, taking confirmation samples, backfilling, and <br /> repositioning the track. After the track had been repositioned, the results of the confirmation <br /> samples were received. The maximum detected concentration of total petroleum <br /> hydrocarbons as diesel (TPHd) in the confirmation samples was 9,000 milligrams per <br /> kilogram (mg/kg). <br /> The San Joaquin County Environmental Health Department(SJCEHD) contacted BNSF in <br /> May 2013 regarding the confirmation sample results. SJCEHD requested the Central Valley <br /> Regional Water Quality Control Board (RWQCB) provide oversight for the soil investigation. <br /> A Soil Sampling Work Plan (including this Health and Safety Plan )was prepared based on a <br /> call with the RWQCB on 18 February 2015. <br /> Four soil borings are proposed in the vicinity of the former locomotive spill. One soil boring is <br /> proposed at the Site away from the railroad tracks to provide a reference for site conditions <br /> that are not affected by the former locomotive spill. <br /> The soil borings will be advanced to a maximum depth of 15 feet below ground surface (bgs) <br /> using a hydraulic drive/direct push rig. To better define the vertical extent of petroleum <br /> impacts, discrete soil samples will be collected from three depths in each of the borings: <br /> 5 feet bgs, 10 feet bgs and 15 feet bgs.
