Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW OF THIRD QUARTER 2003 MONITORING AND SAMPLING REPORT, SURLAND <br /> HOMES PROPERTY, TRACY, SAN JOAQUIN COUNTY <br /> ChevronTexaco has conducted a soil and groundwater investigation at the Surland Homes property in Tracy, <br /> San Joaquin County from 1998 to 2000 and in 2003. The purpose of the investigations was to determine the <br /> lateral and vertical extent of impacts on soil and groundwater caused by petroleum hydrocarbon leaks from an <br /> abandoned crude oil pipeline (Old Valley Pipeline, OVP) in operation from the early 1900s to the late 1950s. <br /> In addition, present in the right-of-way was the former Associated Pipe Line (APL) Company's (predecessor <br /> to Texaco and now ChevronTexaco) pipeline that transmitted heavy crude from the Central Valley to the Bay <br /> Area from the early 1900s to the 1970s. <br /> Surland Homes property is developed with single-family homes. The southern Surland Homes boundary is <br /> adjacent to the northern property boundary of the utility corridor right-of-way containing the former/existing <br /> pipelines, the Union Pacific Railroad(UPRR), and a West Side Irrigation District easement. Byron Road is <br /> adjacent on the south side of the pipeline/UPRR right-of-way easement. <br /> In May 2003, Regional Board staff requested that ChevronTexaco conduct a final quarterly monitoring event <br /> for two remaining monitoring wells (one well was destroyed in latter 1999) to evaluate current groundwater <br /> conditions at the site; the findings are presented in the referenced quarterly monitoring report. <br /> BACKGROUND <br /> The investigation reports and quarterly groundwater monitoring reports were prepared by Geomatrix <br /> Consultants, Inc. (Geomatrix) and Science Applications International Corporation (SAIC) for <br /> ChevronTexaco. Regional Board staff review of the information indicates that the vertical and lateral extent <br /> of impacted soil and groundwater has been delineated. <br /> The findings of the field investigations were evaluated by Geomatrix for completing a Health Risk <br /> Screening Evaluation (HSE) to assess the potential human health risks associated with residual petroleum <br /> hydrocarbons in soil and groundwater. In accordance with the draft Consistent Technical Approach to Site <br /> Evaluation and Decision-Making (CTA) document for OVP sites, the findings were forwarded to the <br /> California Environmental Protection Agency <br /> A <br /> 2A Recycled Paper <br /> The energy challenge facing California is real.
