Box 6012
San Ramon, CA 94583-2324
REVIEW OF WORKPLAN - SURLAND HOMES PROPERTY,TRACY,SAN JOAQUIN
COUNTY
We have reviewed the above-referenced Workplan, dated 30 April 2003 for the Surland Homes property
located in Tracy, San Joaquin County. The Workplan proposes to initiate quarterly groundwater
monitoring, sampling, and collection of samples for laboratory analysis.
According to the Workplan, ChevronTexaco will conduct a minimum of one additional quarter of
groundwater sampling and analysis for the two existing monitoring wells. Analysis will include the
constituents of concern associated with the pipeline leak(s). The results of analyses will be reviewed by
ChevronTexaco and Regional Board staff to determine if additional quarterly monitoring will be required.
Previously, a Health Risk Screening Evaluation (HSE) was prepared for the Surland Homes Property by
Geomatrix Consultants, Inc. for ChevronTexaco. Review of the information provided indicates that the
vertical and lateral extent of impacted soil and groundwater has been delineated. ChevronTexaco has
forwarded a copy of the HSE report to the Department of Toxic Substances Control (DTSC) office for
review and comment. Regional Board staff cannot make a final determination about the site until the
DTSC completes the human health risk assessment and the additional groundwater sampling has been
conducted. The status of the DTSC's review of the HSE needs to be provided with the quarterly
monitoring report.
We concur with the 30 April 2003 Workplan for the Surland Homes Property located in Tracy.
By 30 July 2003, please submit the quarterly monitoring report and HSE information.
California Environmental Protection Agency
0?
