This work plan has been prepared in response to a December 19, <br /> 2003 letter from the Department of Toxic Substances Control (DTSC), commenting on a Health <br /> Risk Screening Evaluation(HRSE) developed and submitted previously by CEMC. This work <br /> ' plan also provides an initial response to comments in the letter. <br /> BACKGROUND <br /> ' SITE DESCRIPTION AND USE <br /> The Old Valley Pipeline(OVP) was operated by Standard Oil of California(Standard), <br /> predecessor of Chevron,and was located along the southern edge of the Union Pacific Railroad <br /> Company(UPRR)right of way(ROW) (formerly Southern Pacific Railroad Company), which <br /> lies immediately north of Byron Road, and immediately south of the Laurelbrook residential <br /> subdivision. The Laurelbrook subdivision, which currently consists of more than 100 single- <br /> family homes over approximately 15 acres, is one of several tracts of land north of the OVP <br /> ROW that have been recently developed into residential homes. The former OVP transported <br /> heavy petroleum(crude and fuel oil) from Bakersfield to Richmond,California,from the early <br /> 1900s to the 1960s. <br /> The former Tidewater Associated Oil Company(TAOC, operated by Tidewater/Associated oil <br /> ' companies, predecessor to Chevron)pipeline was also located along the southern boundary of the <br /> UPRR ROW. The TAOC pipeline transmitted heavy crude from the Central Valley to the Bay <br /> Area from the early 1900s to the 1970s, when it was decommissioned. <br /> ' Currently the area north of the UPRR ROW is developed with residences (Figure 2). The UPRR <br /> ROW is currently undeveloped, Byron Road is located south of the UPRR ROW, and residences <br /> are present along the south side of Byron Road.
