Scott Mansholt
Chevron Environmental Management Company
' 6001 Bollinger Canyon Road,K2072
P.O.Box 6012
San Ramon, CA 94583-0712
' Subject: Soil Sampling Work Plan
Surland Homes Property
' Tracy, California
Dear Mr.Mansholt:
' Science Applications International Corporation(SAIC)is pleased to submit this work plan to
Chevron Environmental Management Company(CEMC)to collect additional soil samples and
' develop a Human Health Screening Evaluation(HHSE)report for the Surland Homes property
located in Tracy, California. This work plan has been prepared in response to a December 19,
2003 letter from the Department of Toxic Substances Control (DTSC), commenting on a Health
Risk Screening Evaluation(HRSE) developed and submitted previously by CEMC. This work
' plan also provides an initial response to comments in the letter.
BACKGROUND
' SITE DESCRIPTION AND USE
The Old Valley Pipeline(OVP) was operated by Standard Oil of California(Standard),
predecessor of Chevron, and was located along the southern edge of the Union Pacific Railroad
Company(UPRR)right of way(ROW) (formerly Southern Pacific Railroad Company), which
lies immediately north of Byron Road, and immediately south of the Laurelbrook residential
subdivision. The Laurelbrook subdivision, which currently consists of more than 100 single-
family homes over approximately 15 acres, is one of several tracts of land north of the OVP
ROW that have been recently developed into residential homes. The former OVP transported
heavy petroleum(crude and fuel oil) from Bakersfield to Richmond,California, from the early
1900s to the 1960s.
The former Tidewater Associated Oil Company(TAOC, operated by Tidewater/Associated oil
' companies, predecessor to Chevron)pipeline was also located along the southern boundary of the
UPRR ROW. The TAOC pipeline transmitted heavy crude from the Central Valley to the Bay
Area from the early 1900s to the 1970s, when it was decommissioned.
' Currently the area north of the UPRR ROW is developed with residences (Figure 2). The UPRR
ROW is currently undeveloped, Byron Road is located south of the UPRR ROW, and residences
are present along the south side of Byron Road. The closest surface water is the Lower Main
' Canal, located roughly%2 mile south of the site.
' Science Applications International Corporation
1000 Broadway I Suite#675/Oakland,CA 946071/tel:(510)433-0835/fax:(510)446-7919 1 saic.com
