The State Water Resource
Control Board (SWRCB) will invoice you directly for activities performed under the
auspices of the Local UST Oversight Program. The goal of the site evaluation
performed by Public Health Services Environmental Health Division (PHS/EHD) is to
certify closures of underground tank leakage sites. Closure certification occurs
only after mitigation activities are completed.
The soil borings installed in 1989 beneath the two underground storage tanks at this
property showed hydrocarbon contamination. This contamination requires additional
investigation and possibly cleanup. In order to initiate additional work at this site, you
must hire a consultant to prepare a workplan to install soil borings and monitoring
wells at the site. Enclosed for your information is a list of consultants that engage in
this type of work. By December 15, 1995, please submit to this office a workplan
to investigate the lateral and vertical extent of the contamination at the site.
The State of California SWRCB maintains a cleanup fund program which reimburses
tank owners up to $995,000 (requires a $5,000 deductible) for cleanup work
performed at underground storage tank release sites. An application is enclosed with
this letter . PHSIEHD strongly recommends you apply for these funds, as this type of
investigative and remedial work can be very costly.
' ,lames Paige, as property and tank owner at the time of the documented release, is
also identified as a responsible party for this site.
