In subsequent correspondence from you
and in phone conversations, you stated you did not want to pay oversight fees,
be included in the San Joaquin County UST Pilot Program (now the Local Oversight
Program) or proceed with further investigation of the contamination. The site
was, therefore, listed as "recalcitrant" in PHS/EHD records on July 6, 1990.
In December 1992, the Central Valley Regional Water Quality Control Board
(CVRWQCB) requested that PHS/EHD provide a list of recalcitrant sites in San
e Joaquin County. This site, 1807 Douglas Road, Stockton, was included on the list
of sites provided to CVRWQCB.
This letter is written to inform you that as the property owner and operator at
the time contamination was identified in 1989, you are a responsible party and
may be required to do further site investigation by CVRWQCB.
If you have any questions, contact Margaret LagorLo, Senior REHS, at (209) 468-
3449.
Jogi Kha , M.D., M.P.H.
Health icer
L rie A.
