In subsequent <br /> correspondence and phone conversations with PHS/EHD staff, Mr. Paige stated <br /> that he did not want to be included in the San Joaquin County Pilot Program <br /> for oversight of cleanup of contaminated UST sites (now the Local Oversight <br /> Program or LOP) . The site was listed as recalcitrant in PHS/EHD records on <br /> July 6, 1990, and no further oversight activities were performed. <br /> In December 1992, the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) requested that PHS/EHD provide a list of recalcitrant sites in San <br /> Joaquin County. Included on the list of recalcitrant sites provided to <br /> CVRWQCB was the above referenced site, 1807 Douglas Road, Stockton. <br /> This letter is written to inform you that as the current property owner you <br /> are a responsible party and may be required to perform further site <br /> investigation by the CVRWQCB. <br /> In addition, a routine inspection of the site was performed by PHS/EHD staff <br /> on January 8, 1993, and major violations of Underground Storage Tank <br /> Regulations were noted.
