Geosyntec D <br /> consultants <br /> 2005 reportedly contained chloride at 20 milligrams per liter (mg/L), nitrate as nitrogen <br /> (N) at 39 mg/L, sulfate at 130 mg/L, sodium at 44 mg/L, bicarbonate alkalinity at 270 <br /> mg/L, and TDS at 820 mg/L (Kleinfelder, 2007). Of these reported constituents, nitrate <br /> as N concentrations exceeded the Maximum Contaminant Level (MCL; California <br /> Environmental Protection Agency [Cal EPA], 2008), TDS concentrations exceeded the <br /> Secondary MCL (SMCL; Cal EPA, 2006), and sodium exceeded the Central Valley <br /> water quality goal (Cal EPA, 2007). The Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) rescinded the Waste Discharge Requirement (WDR) <br /> Order in 2008. <br /> After the former Spreckels Sugar Plant operations ceased, the property was used by the <br /> Manteca Composting Facility from 1996 through 1998. The facility operated windrow <br /> areas for composting green wastes (i.e. vegetation waste) at the current location of the <br /> Site. From 1998 through 2004, the Site was operated as undeveloped or fallow <br /> agricultural land. The Site was graded in 2004 and developed with a 94,950 square-foot <br /> refrigerated warehouse used for the distribution of Dreyer's ice cream in 2005. The Site <br /> continues to be used by Nestle for the storage and distribution of frozen food products. <br /> Activities include refrigeration and cold storage, machinery operation, packaging, and <br /> shipping(Geosyntec,2013a). <br /> The objective of the Limited Phase II ESA was to evaluate the current soil and <br /> groundwater conditions associated with the identified RECs and historic REC, as <br /> described in the Phase I ESA. The Phase I ESA identified the following REC and <br /> historic REC that warranted additional evaluation: <br /> 1. Known groundwater impacts associated with the historic wastewater ponds <br /> operated by the former Spreckels Sugar Plant No. 2; and <br /> 2. Suspected soil impacts associated with spreading of lime pond soil mixed with <br /> native soil and"tare" dirt,which may contain pesticides and herbicides. <br /> A description of the scope and findings of the Limited Phase 11 ESA is presented in the <br /> following Sections. <br /> Phase Ir ESA_1351 Dupont_FINAL_12302013 2 1/2/14 <br />
