1600 Durham Ferry Road
August 1997
Page 2
contaminants observed in a sample may be present due to ineffective decontamination procedures.
In summary, significant soil and groundwater contamination has been evidenced. Additional monitoring
wells will be necessary to define the lateral and vertical extent of the groundwater contamination.
Additional soil investigation will be necessary to define the lateral and vertical extent of soil
contamination.
Please submit by October 10, 1997, a work plan to complete the delineation of the soil and groundwater
contamination,to perform remedial alternative feasibility studies, and to assess the hydrologic
characteristics of the site to comply with the Corrective Action Requirements of the Underground
Storage Tank Regulations, California Code of Regulations Title 23,Division 3,Chapter 16.
This work plan should include the information necessary to complete the last phase of investigation
which was outlined in PHS/EHD correspondence dated February 3, 1997. Please submit the 2000 foot
well survey, the tabulated oxygen and redox potential field measurements for future comparison, the
tabulated summary of all groundwater and soil information obtained for the site with the accurate date of
collection included. Also, thank you for supplying the waste disposal manifest and please prepare a
summary table which includes the waste type, amount, disposal date and disposal location.
The wells which are sampled quarterly should have been sampled in early August 1997. The results of
the third quarter sampling event should be submitted in a quarterly report within 45 days of the sampling
date or no later than October 10, 1997, if the results are incorporated into a quarterly report/work plan.
Please notify PHS/EHD staff at least two working days prior to any field activity. Also, please note that
PHS/EHD will require that future groundwater samples undergo EPA Method 8260 (GC/MS) analysis as
other fuel blending agents may have been used during the operation of the former tanks.
If you have any questions or wish to schedule a meeting to discuss the further investigation required or to
schedule a sampling inspection, please contact me at(209)468-0337.
Donna Heran,REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Margaret gorio,RENS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
State Water Resources Control Board,Clean up Unit
Milton Birkhahn, 1697 West Durham Ferry Road,Tracy CA 95376
Muriel Jones, 31448 South Hwy 33,Tracy CA 95376
Geological Technics,Inc-Ray Kablanow, II
Del-Tech- Don Light
