(GTI) is <br /> requesting clarification of a couple items on you February 27, 1997 Pre-Approval letter. These <br /> points are discussed below. <br /> 1. Proiect Preparation - GTI's budget estimated $2430 for this work and you pre-approved <br /> $2,100. Our spread sheet also shows that Access Agreements (or Encroachment Permits, i.e., <br /> with CalTrans) will be performed on time and materials, which will most likely cause the <br /> total charges for this task to exceed $2,430: What portion of the project preparation work do <br /> you want GTI not to perform? <br /> • The site map for this project includes four parcels and two roadways. The $580 for this <br /> task is not out of line for this detailed map. <br /> • The work plan conformed to the LOP standard and described with sufficient detail all the <br /> work to be performed over the next year. $1,110 is well within reason for this type of <br /> work plan. The work being performed out there at this stage of the project is more <br /> comprehensive and detailed then the less demanding work that can be performed early in <br /> a project. <br /> • GTI is placing the new wells on 4 separate parcels, a well permit is required for each <br /> location. <br /> 2. Risk Evaluation - GTI's budget estimated $10,445 for the risk evaluation and you approved <br /> $5,000. There are several items of work that have been approved as components of the risk <br /> evaluation, including receptor/well survey, development of model parameters, risk and fate <br /> and transport modeling, and report preparation. I will be difficult to submit quality work <br /> product at a cost of less then half of the original budget, especially when part of the risk <br /> evaluation work is to perform a well survey for a radius of 2000 around the site. What part of <br /> the risk evaluation do you want to negotiate with the County to omit? <br /> 3. Groundwater Monitoring - Groundwater monitoring approval was limited to only 3 quarters. <br /> Our budget gave a per event charge so that the work could proceed as per County instruction <br /> without repeated pre-approval applications to you. After these three events are completed, <br /> will George's have to request under cost pre-approval another three quarters of monitoring? <br />
