PHS/EHD has the following comments for your consideration. <br /> The work plan proposed to continue the soil and groundwater investigation. PHS/EHD concurs <br /> that additional investigation is required so that the extent of soil and groundwater contamination <br /> may be estimated. The work plan indicated that additional monitoring to verify the groundwater <br /> gradient would be performed monthly. Actually, only one measurement is available indicating <br /> that the gradient direction was northerly and that was collected on May 4, 1995. Prior to the <br /> installation of the proposed monitoring wells, it will be necessary that groundwater gradient <br /> information be collected, so that the proposed monitoring wells can be placed in the most <br /> strategic place possible. Initiate the monthly depth to water measurements so that gradient and <br /> direction can be better understood. <br /> Furthermore, PHS/EHD directed you to initiate quarterly groundwater sampling in <br /> correspondence dated November 9, 1995. Groundwater sampling should be initiated <br /> immediately and continue on a quarterly basis until PHS/EHD directs otherwise. Once additional <br /> groundwater monitoring and sampling information is available, permit applications, <br /> encroachment agreements, permit fees ($89 per permit) and a site map should be submitted. It <br /> appears from the recently submitted site map that monitoring wells will be submitted on site, in <br /> San Joaquin County easement, and on private property; thereby requiring three drilling permits. <br /> In addition to the determination of the horizontal extent of soil and groundwater contamination, <br /> PHS/EHD requested that the vertical extent of contamination also be invested, so that the massof <br /> contamination which may require remediation can be estimated. The work plan proposed to <br /> installed a well to at least 25 feet below grade, with a 2.5 feet screened interval and 5.0 feet <br /> sand pack, prior to sealing with bentonite plug and bentonitelcement slurry. Installation of a <br /> deeper well will be decided following evaluation of additional groundwater monitoring data. <br /> The work plan indicated that one soil sample would be collected at the capillary fringe. <br /> Significant soil contamination was detected at the maximum depth of soil borings (10 feet) and <br /> during the installation of the monitoring wells to 20 feet.
