PHS/EHD has the following comments for your consideration. <br /> PHS/EHD regrets to inform you that the work plan which was submitted was inadequate and requires <br /> amendment before final approval. <br /> The work plan indicated that at minimum two soil samples would be collected during hand auguring and during <br /> rig drilling, one from the vadose zone and one at the capillary fringe. The work plan also stated that soil <br /> screening would be accomplished using a photo ionization detector(PID) during auguring of the hand borings <br /> and that a discrete soil sample would be collected at the interval showing substantial signs of petroleum <br /> hydrocarbons. The work plan did not state that PID field screening would be used for all soil borings. The <br /> work plan did state that soil samples would be collected using a drive sampler, usually a drive sampler is only <br /> used during hand auguring and a califomia split spoon sampler during hollow stem drilling. Please clarify how <br /> soil samples will be collected. <br /> The soil samples should also undergo lead analysis since organic lead was detected in soil samples collected at <br /> the time of tank removal. Soil samples collected in the vicinity of the former kerosine tank should be analyzed <br /> for TPH-diesel and kerosine since TPH-diesel was detected at the time of the tank removal. <br /> The work plan did not state how the soil borings would be "finished off to grade" after grouting with neat <br /> cement. <br /> The work plan proposed the installation of three monitoring wells. The work plan failed to specify the ratio of <br /> the bentonite to cement mixture used to seal the wells. The proposal indicated that the wells would be developed <br /> within 48 hours after installation. After grouting a minimum of 12 hours shall elapse before the well is <br /> developed per San Joaquin County Well Standards. <br /> The work plan stated that after development, the wells would be allowed to stabilize for 24 hours, then " Upon <br /> returning, a detailed monitoring well log will be initiated for each monitoring well." It is PHS/EHD's <br /> understanding that the subsurface geologic investigation and logging of the soil borings (three of which will be <br /> converted into monitoring wells) will be completed by Tim McDonald of Geological Technics.
