PHS/EHD has the <br /> following comments for your consideration. <br /> Unfortunately, PHS/EHD regrets to inform you that the work plan which was submitted <br /> was inadequate and has been returned (enclosed). Firstly, the work plan was not <br /> signed by either the work plan preparer or the registered professional. <br /> The work plan indicated that at minimum two soil samples would be collected during <br /> hand augering and during rig drilling, one from the vadose zone and one at the <br /> capillary fringe or ten vertical feet whichever one comes first. PHS/EHD recognizes, as <br /> is generally accepted in the field of geology, that at minimum soil samples should be <br /> collected at 5 foot intervals for geologic characterization. Additionally, PHS/EHD also <br /> recognizes the value of continuous coring to evaluate the subsurface lithology. <br /> The work plan indicated that groundwater was expected to be encountered between <br /> 10 and 15 feet below ground surface, yet the proposed wells were to be screened <br /> between 25 and 15 feet below ground surface. Should static groundwater be located <br /> shallower than 15 feet, these wells would not be constructed to obtain a representative <br /> groundwater sample. Therefore, the screen should extend above first water. <br /> Furthermore, the construction details indicated that a bentonite/cement seal will be <br /> tremmied to the surface from the sand pack. Usually, a bentonite plug is placed <br /> between the sand pack and an approved cement slurry. <br /> The work plan indicated that immediately following development, three to five well <br /> volumes will be purged prior to sampling. When assessing the possibility of free <br /> product, 24 hours should elapse after development and prior to any pre-sampling <br /> purging. The work plan did not include the methodologies which would be used for <br /> BTEX and TPH-gas analysis. <br /> The work plan did not state that the wells would be surveyed using a California <br /> licensed surveyor which PHS/EHD strongly recommends. <br /> A Dkision of Sun Joaquin Coumv HeaIIh ('arc Services <br />
