It is not planned to extract from this well due to the cost of trenching <br /> through the asphalt. <br /> 2.3 Utilities <br /> 220-volt, single phase, city will need to be <br /> licensed contractor will install provided <br /> asub panel, equipped witha meter, at the main power box to <br /> ' allow for the VETS power usage to be reimbursed by the USTCFP. <br /> 2.4 Extraction Blower <br /> The air will be extracted using a positive-displacement blower with a capacity of <br /> approximately 50-100 scfm at a maximum vacuum of 3-inches of Hg column. A 2.5 <br /> horsepower, single-phase electrical motor powers the blower. The extracted air first passes <br /> through a liquid knockout unit and a fabric filter to protect the blower against rapid wear <br /> from sediment particles coming from the extraction wells. <br /> ' Entrained water will be condensed and collected in water knockout drum(s). Collected <br /> water will be containerized in DOT-approved drums, labeled, and stored on site. The <br /> ' condensed water will be hauled to a petroleum recycler. <br /> 2.5 Emissions Treatment System <br /> The emissions will be treated using granular activated carbon while the emissions are above <br /> 2-pounds/day. The carbon will be contained in two, 55-gallon carbon barrels, linked in <br /> series, specifically designed for vapor extraction. <br /> ' Once the concentrations have dropped to levels that the SJVUAPCD does not require <br /> treatment, the carbon system will be removed so as not to incur additional,unneeded costs. <br /> 2.6 Installation & Startup <br /> An Authority to Construct Permit by the San Joaquin Valley Unified Air Pollution Control. <br /> District (SJVUAPCD) will be secured once this work plan has been approved. After the <br /> VETS has been installed and is operational, a SJVUAPCD inspection will be called for in <br /> order to obtain a permit to operate. <br /> 3.0 OPERATION & MAINTENANCE <br /> ' It is proposed to operate the bio-venting/vapor extraction for a period of one year. At the <br /> end of the one-year period, the data will be reviewed and decisions made as to whether <br /> further vapor extraction will be necessary. <br /> Maintenance of the VETS will include monthly monitoring of the oil levels in the blower, <br /> cleaning of the filter and any other items deemed necessary by the mechanic. <br /> Once vapor concentrations drop to a very low level (— 25ppm),the blower may be shutdown <br /> for periods of 30-days at a time. This will allow contaminant vapors to seep back into the <br /> excavation backfill and can then be removed quickly after only a couple of days of <br />
