0
Former George's Service Page 2
1600 Durham Ferry Road November 14, 2011
Tracy, California 95376
In Phase Il, conditioned on more monies becoming available, GTI proposes to:
• Continue the Phase I operations;
• Add monitoring wells MW-1, MW-4, MW-5, MW-8 and MW-106 to wells SW-101 and
MW-7 for annual sampling and monitoring;
• Install three additional air sparge points, AS-1 through AS-3, to a depth of 25 feet
below surface grade (bsg), as proposed in the RAP;
• Collect up to nine soil samples for analysis of total petroleum hydrocarbons as
gasoline (TPH-g) and benzene, toluene, ethylbenzene and total xylenes (BTEX),
while installing the air sparge points; and
• Install a low vacuum soil vapor extraction (SVE) system on-site as described in the
RAP.
GTI stated that prior to depleting the $10,000 allocated by the Cleanup Fund (CUF) for the
2011/2012 fiscal year, if the responsible party is not willing to incur cost beyond the monies
allocated, then GTI will cease all activity until additional funding is made available through the
CUF.
The EHD approves the Phase I .proposals as presented above, except the EHD does not
consider it necessary to monitor arsenic and hexavalent chromium in the groundwater. If,
however, the CRWQCBCVR requires this for the WDR, then the EHD will concur with their
directive. The EHD assumes that GTI will operate the air sparge system for one year, as
proposed In the RAP.
Prior to commenting on the Phase 11 proposals, the EHD directs that you submit a cost
analysis for operating a portable SVE system at this site using existing wells. Submit the
estimated costs to the EHD by 31 December 2011.
If you have any questions, please contact Vicki McCartney at(209) 468-9852 or by e-mail at
vmccartney5sicehd.com.
Sincerely,Victoria L. McCartney, REHS Nuel C. Henderson, Jr., PG
Senior Registered Environmental He Ith Specialist Engineering Geologist
c: Mr. Raymond I. Kablanow, ll, PhD, PG, Geological Technics Inc., 1172 Kansas
Avenue, Modesto, California 95351-1526
Mr. James L.L.
