PHS/EHD has the following comments
for your consideration.
PHSIEHD appreciates how quickly Clearwater responded to PHSIEHD comments in
correspondence dated May 23, 1996. While a number of issues and concerns PHSIEHD
outlined were addressed, there were several which were not. PHSIEHD attempted to
maintain that same comment format as presented in correspondence dated May 23, 1996
to aid your response.
Domestic Well
During the July 2, 1996 sampling event, PHSIEHD explained an appropriate domestic well
sampling protocol, utilizing the pre-storage tank sampling tap, rather than the hose to
obtain samples. Please include a standard protocol which will be used for all subsequent
domestic well sampling events.
Table 2 Groundwater Sample Results Summary
PHSIEHD indicated that samples collected on January 5, 1996 were analyzed outside of
acceptable holding times (7 days without preservatives). PHSIEHD requested that a
notation be made on the table summarizing the results (Table 2). The requested revision
was not made. Clearwater indicated that once the samples got to the lab, they were
preserved, though not precluding the 7 day limit. PHSIEHD also noted that the Trace
Analysis Laboratory's cover letter for this laboratory report was not included. Please
submit the original cover letter and a revised cover letter, if issued by the laboratory to
clarify their error and to explain their preservation method.
The summary of shallow groundwater contamination failed to include the results of the
grab groundwater samples which were collected from hydropunches, HP1 - HP6 drilled on
October 20, 1993.
Waste Disposal
Free product, purge water, soil drill cuttings and auger rinseate are stored on site pending
removal and disposal. Numerous drums are currently stored on site. Please provide an
inventory of wastes and a disposal plan.
A Division of San Joaquin County Health Care Services
