Durham Ferry Road <br /> Tracy CA 95376 <br /> San Joaquin County Public Health Services, Environmental'Health Division (PHS/EHD)bas reviewed the <br /> Groundwater Monitoring Report--Fourth Quarter 1999 and Work Plan for Confirmation Soil Borings <br /> dated November 15, 1999 that was prepared by Clearwater Group, Inc. (CGI) on behalf of the above <br /> referenced site and has the following comments. <br /> In October 1999 a soil vapor extractionlair sparge (SVE/AS) system was removed from the site. 'The <br /> system had been in operation on site for just over one year, and had appeared to have reached a plateau <br /> in its ability to recover contamination. Results of the last quarterly groundwater•:monitoring event,;which i <br /> took place on November 2, 1999, were consistent with the prior three quarters in showing a stabilizing ` <br /> decrease in levels of dissolved phase hydrocarbons. The groundwater will continue to be monitored to <br /> track contaminant concentrations. The next monitoring event will include sampling of all seven monitoring <br /> wells and the domestic well on-site. In addition to this PHS/.EHD requests that the recovery well, RW-1, <br /> and the air sparge wells, AS-1 and AS-2, be sampled. All water samples should be analyzed using <br /> appropriate EPA approved methods for total petroleum hydrocarbons as gas (TPHg), and benzene, <br /> toluene, ethylbenzene and toluene (BTEX). The five oxygenates (MtBE, DIPE„;TAME, EtBE and TBA) <br /> should be analyzed by EPA method 8260.-The Regional Water Quality Control Board has requested that t <br /> prior to requesting closure all sites test for lead scavengers(EDB and 1,2-DCA). Some state certified <br /> labs have the capability to test for all of these constituents using Method 8260-B. <br /> The work plan proposes to advance four direct push soil borings in areas of previously documented soil <br /> contamination. Soil samples will be collected and analyzed-to confirm the effectiveness of the SVE/AS + <br /> system. PHSIEHD agrees with the proposed boring locations, but requests that the depth be extended to <br /> 30-feet below surface grade (bsg). EPA Method 8260, or 8260-B, should be used confirm any positive <br /> results of MtBE by EPA Method 8020. <br /> The work plan with conditions as outlined above is approved. Please proceed with submittal of a well <br /> permit application and required $89.00 fee. Please note that 48 hours notice to PHS/EHD is required <br /> prior to scheduling fieldwork.
