PUBLIC HEALTH SIRVIC
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor• Stockton, CA 95202,-
209/468-3420
STELLA RUIZ JAN 2 2 9B
4491 W DURHAM FERRY RD
TRACY CA 95376
RE: Ruiz Grocery SITE CODE: 1551
4491 West Durham Ferry Road
Tracy CA 95376
San Joaquin County Public Health Services,Environmental Health Division (PHS/EHD) has completed review
of the "Quarterly Groundwater Monitoring Report - Fourth Quarter 1997"which was dated January 5, 1998
and prepared by Clearwater Group. PHS/£HD has the following comments for your consideration and
response.
The quarterly report included the results of the November 14, 1997 groundwater sampling event which
evidenced contamination of the on site domestic well of up to 1.2 ppb benzene. Significant groundwater
contamination continues to be evidenced in the monitoring wells of up to 1,900 ppb benzene and 2,500 ppb
MTBE.
According to the quarterly report,a cost pre-approval request has been submitted to the Underground Storage
Tank Clean-up Fund for tasks associated with installation,start-up,operation and maintenance of the
remediation system. PHS/EHD approved the "Revised Remedial Action Plan"in correspondence dated January
3, 1997. In April 1997,the additional vapor extraction well was installed and by October 1997,the final
design was completed and three bids obtained for submittal to the State Water Resources Control Board.
While the domestic well that evidenced contamination is not currently used for drinking water,it is used to
supply household water to two residences. The families that are served by the domestic well are using either
bottled water or have installed a filtration purifying system for drinking water. Please proceed with efforts to
obtain permission so that the neighboring domestic wells can be sampled to ensure that the wells have not
been contaminated with petroleum hydrocarbons or MTBE.
The detected concentrations of MTBE were confirmed by EPA Method 8260 on January 22, 1997. All the
samples collected from the monitoring wells and domestic well(s) during first quarter 1998 should undergo
EPA Method 8260 analysis for oxygenates, other than and including MTBE.,pursuant to the enclosed Central
Valley Regional Water Quality Control Board correspondence dated August 30, 1997 and PHS/EHD
correspondence dated September 25, 1997.
Please provide PHS/EHD with notification once pre-approval has been obtained and installation of the
remediation system has been scheduled. Also, continue to provide PHS/EHD at least two working days notice
prior to any site visit,so that field inspections may be scheduled.
Please feel free to contact me at (209) 468-0337.
Donna Heran,REHS,Director
Environmental Health Division
n r
Mary Meays,Senior REHS Zrgaregorio, RE
Site Mitigation Unit Supervisor
enclosures
cc: Pat Anderson,CVRWQCB (w/o enc.) cc: T.
