Your facility has a capacity of over 10,000 gallons of <br /> aboveground storage. <br /> There are three types of plans associated with the SPCC regulations.The first set of plans are referred to as Tier I and <br /> Tier 11 Qualified Facility SPCC plans.Any facility with an aggregate capacity equal to or greater than 1,320 gallons of <br /> petroleum storage in tanks of 55 gallons or over, but less than or equal to 10,000 gallons and that has not had a <br /> disqualifying discharge would qualify for the Tier 1 or Tier 11 plans. If a facility has an individual tank that is over 5,000 <br /> gallon capacity then only the Tier 11 plan can be used.The two tiers have a template available that can be filled out by <br /> the facility and the facility self certifies the plan. As long as there are no alternative measures than those from the <br /> template there is no need for a Professional Engineer to certify the Tier 11 plan or portions of it. <br /> If a facility has an aggregate capacity of over 10,000 gallons of petroleum storage in tanks of 55 gallons of over, the <br /> templates cannot be used. A plan certified by a Professional Engineer(P.E.) needs to be in place and cover specific <br /> sections of the SPCC regulations.The plan can be written by the facility, but it still needs a P.E.to certify it. By certifying <br /> the plan the P.E. makes certain attestations,which are part of the regulations. I've included an "outline" of what the <br /> plan needs to cover, all plans are specific to the facility and not all items apply. <br /> FREE classes presented by NES Inc. are available to all San Joaquin County Hazardous Waste, Underground Storage Tank, <br /> and Aboveground Petroleum Storage Facility Business Owners and Operators.
