Poe"' STI SP-001 INSPECTION
POWERS e°"" " '°
FF 707 4SIW GILLIESTRUCKIN3 $TOCKTON,CA
FP%]0]B32]2B4
ENGINEERING&INSPECTION,INC. '"'"'"Y^^'°«°m' Diesel Tank
Tank Suitability for Service Statement
This facility is regulated by all federal, state, and local
regulations. The Code of Federal Regulations, 40 CFR
L112, requiresthat the facility maintain a Spill Prevention,
Control, and Countermeasures (SPCC) plan that
adheres to the industry standard requirements for
regular inspections. The Steel Tank Institute (STI)
SP001 Standard requires that the aboveground storage
tanks (ASTs) be formally inspected based on the
category of the AST.
Next Inspection Schedules
STI SP001 recommends the interval to the next inspection be determined based on known tank category
and volume. This 10,000 gallon tank is currently equipped with a spill control system (secondary
containment) in the form of a steel dike. The tank has an inherent continuous release detection method
(CRDM) in the form three steel saddles that elevated the tank. If the tank is leaking there will be visual
evidence around the base of the tank. Based on the current configuration, this tank is classified as a
Category 1 tank. Per inspection interval definitions outlined in STI SP001, PEI recommends the following
inspection schedule:
• An out-of-service, internal inspection inspection is not required.
• A leak test in accordance with STI SP001 is not required.
• An external, in-service inspection should be scheduled no more than 20 years from the current
inspection date or sooner if a change in tank condition occurs. However, more stringent governing
regulatory intervals of inspection may supersede this interval.
Required Repairs for Continued Service
1. Install a larger Sin vent and emergency venting for this tank. STI SP001 refers to the Morison Bros.
CO. Venting guide for appropriate emergency venting recommendations for Horizontal Cylindrical
Tanks. Currently the tank is only equipped with a 2-in open vent. It is recommended that a proper vent
is installed, at a minimum of 3-in. An 8-in emergency vent is recommended based on the tanks
calculated wetter area of 584 sq.-ft to meet the emergency venting requirement. The manway cover
may also be modified to allowfor proper emergency venting. Long bolts may be installed that allowfor
lift under internal pressure and can be installed on the existing 20-in manway cover. The bolt should
allot for at least 1-1/2-in lift. A secondary option may be replacing or installing an emergency vent on
the manway cover.
Considerations or Recommended Repairs
2. Consider applying touch up coatings to the isolated areas of coating failure.
3. Consider replacing threaded components with welded components to prevent seeps.
4. Consider installing a nameplate with basic tank information.
5. Install an NFPA placard on or near the tank that conforms to NFPA 704.
SIISPWI Ceres Thv# x° Ta Sb 1-QkZU Wba QI Ptl..'.
OMP£L lrc
Page 4
