The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for CALIFORNIA FREIGHT as of July 08, 2019. <br /> Open violations from October 17,2018 inspection <br /> Violation#102-Failed to prepare a written SPCC Plan in accordance with CFR Part 112. <br /> This facility has an Aboveground Petroleum Storage Act(APSA)regulated shell capacity of 10,000 gallons plus a <br /> 500 gallon tank that is claimed to be permanently closed but has not met all the requirements. A Spill Prevention, <br /> Control, and Countermeasure(SPCC) Plan was not available on site. All facilities which have an APSA regulated <br /> shell capacity of 1,320 gallons or greater shall prepare a written SPCC Plan which meets all of the requirements of <br /> the 40 CFR Part 112. This plan shall be certified by a professional engineer in accordance with 40 CFR 112.3(d)if <br /> the capacity exceeds 10,000 gallons. Immediately prepare a SPCC Plan in accordance with 40 CFR Part 112, <br /> which that includes all aboveground petroleum storage containers 55 gallons or larger. Submit a copy of the SPCC <br /> Plan to the EHD for review. (This copy will be returned to the facility after review.) A copy shall be maintained on <br /> site at all times. <br /> Violation#105-Failure to properly close tanks when making a claim of permanently closed. <br /> A 500 gallon tank which may have contained gasoline at one point is not in use but has not been properly closed.A <br /> sign stating that the tank is permanently closed and denoting the date of closure was not observed. When a tank is <br /> not in use, it must be permanently closed by meeting the following conditions: <br /> -remove all liquid and sludge from each container and connecting line <br /> -disconnect and blank off all connecting lines and piping have from the tank <br /> -close and lock all valves <br /> -post a sign conspicuously stating that it is a permanently closed container and denoting the date of closure. <br /> Immediately"Permanently Close"all tanks that are not being used or amend the Spill Prevention, Control, and <br /> Countermeasure Plan to include all petroleum tanks that have not been permanently closed. <br /> Page 1 of 1 <br />
