Teichert and Sons Facility
103 North E Street
Stockton, California
Dear Mr, Knoll:
Stratus Environmental Inc. (Stratus) has prepared this Site Investigation Work Plan (Work
Plan) on behalf of A. Teichert and Sons, Inc. (Teichert) for the former Teichert
maintenance facility Iocated at 103 North E Street in Stockton, California (Figure 1).
Stratus has previously requested closure for this site 1,2°3, but San Joaquin County
Environmental Management Department (SJCEHD).and Regional Water Quality Control
Board RW CB have declined No Further Action FA consideration due to
concentrations of 1,2-dichloroethane (1,2-DCA) in groundwater above the current
Maximum Contaminant Level (MCL) of 0.5 micrograms/liter (gg/L). SJCEHD has
directed that the vertical and lateral extent of the 1;2-DCA impact in groundwater be
further characterized.4
Based on discussions with SJCEHD and the SJCEHD letter (dated July 29, 2005), Stratus
If has developed this plan to further characterize the subsurface hydrogeologic conditions
and the extent of the 1,2-DCA impact. The proposed plan is an aggressive approach
consisting of multiple phases targeted at further clarifying_ 'our understanding of the site
geology, constraining the lateral and vertical extent of t,2-DCA impact, identifying
potential human exposure pathways,_and implementing remedial actions required to
achieve NFA status, if warranted.
'.Final Closure Report, dated July 20,2001.
2 Data to Support Closure, dated December 17,2001.
s Additional Information to Support Closure,dated January 25, 2002.
°Letter to Teichert dated July 29,2005,
K:ITeichertl5tockton-1031Work Plansveichert workplan 09-2005.doc
