Corporate Office
3500 American River Drive
P.O. Box 15002
Sacramento, Calif.95851
A. TEICHERT & SON, iiVC. (916)484-3011
1
Established 7887
November 3, 1992
Linda Turkatte 'y
Public Health Services NOY
P.O. Box 2009 ?7"ViPONMENTAI, ,
Stockton, CA 95201 f 1 ,
Dear Linda:
I Please consider the following proposal for disposal of the soil cuttings from
MW-13 at 103 North E Street in Stockton.
The analytical results for MW-13 show that there is TPHg, TPHd and BTEX
contamination (Table 1). The concentrations shown in Table 1 are based on laboratory
analysis of two samples in a 90' well. Since the top 35' was clean import material, the
actual concentrations in the soil cuttings are probably much less. The soil will be bio-
remediated and used as fill on-site following laboratory analysis of subsequent
confirmation samples. The bio-remediation process will be performed in three phases.
(1) construction of a containment dike, (2) soil maintenance to enhance the natural
biodegradation rate, and (3) confirmation sample collection and laboratory analysis.
Centainment Duce
The containment dike will be constructed inside an empty warehouse on a
concrete floor. The purpose of the containment dike is to prevent the soil from spreading
laterally. The 10' x 10' containment dike will be constructed out of wood 2 x 8's. This will
result in a soil depth of 3.72 inches.
Soil Maintenance
First, ten pounds of ammonia sulfate (30% nitrogen) will be hand tilled into the soil.
Water will then be added to increase the soil moisture and sustain biological activity.
Then 1-107 bio-organisms from Sol-Mar Corp. will be mixed into the soil. The containment
dike will then be covered with plastic sheeting and weighted down with wood 2 x 4's
along the perimeter to prevent air emissions. Proper soil moisture will be checked weekly
and maintained through light watering of the soil.
Confirmation Sampling
Diesel and gasoline concentrations remaining in the soil will be assessed
periodically based on visual and olfactory evidence. When the periodic assessments
indicate that the concentrations have substantially degraded, a confirmation sample will
be collected by myself and submitted to a state-certified analytical laboratory. Public
Health Services will be notified in advance of the sampling date to witness the event.
