i <br /> 2 0 SITE DESCRIPTION AND BACKGROUND <br /> 2.1 Site Setting <br /> I The site is vacant property situated immediately north of the intersection of Weber Avenue and <br /> D Street in south Stockton, California The site was previously developed as a maintenance and <br /> fueling facility for heavy construction equipment A repair shop situated in the central portion of <br />' the site was removed in 2005 A lubrication facility and warehouse are situated on the southern <br /> property boundary Areas to the east and west of the warehouse are paved with concrete, and a <br /> steam cleaning station is situated in the southwestern corner of the site Gasoline, diesel fuel, <br /> and waste oil were formerly stored in USTs at the site All USTs and associated fuel dispensers <br /> were removed from the property between 1986 and 1999 Approximate locations of the former <br /> and existing facilities are shown on Figure 2 <br /> 2.2 Topography and Surface Conditions <br /> Topography in the vicinity of the site is generally flat, at an elevation of approximately 20 feet <br /> above mean sea level The cement foundation and floor of the former shop remains in the central <br /> portion of the site, along with the warehouse building and concrete-paved areas along the <br /> southern edge of the site The remainder of the site is paved with poorly maintained asphalt <br /> The southeastern comer of the site (where the USTs and dispenser were removed in 1999) is <br /> unpaved Cyclone fencing surrounds the site <br /> 2 2 1 Drainage <br />' The subject site is virtually flat It appears that storm water might flow south across the site <br /> toward Weber Street There are no curbs or sidewalks along the sides of Weber Street, and no <br /> storm drains were observed in the immediate vicinity The nearest surface water body appears to <br />' be Mormon Creek, approximately 1,200 feet south of the site There are no ponds, lagoons, or <br /> drainage ditches used at the site <br />' 2 2 2 Land Use <br /> The site is currently undeveloped, however the property is zoned for commercial use Properties <br /> in the site vicinity are developed primarily for industrial use There is some residential <br />' development in the site vicinity The northern edge of the property abuts railroad tracks, and a <br /> large concrete tilt-up warehouse structure is situated north of the tracks The southern edge of <br />' the site abuts Weber Street The properties south of Weber are developed for both industrial and <br /> residential use The property immediately west of the site is undeveloped and unpaved The <br /> property to the east is undeveloped and appears partially paved in a manner similar to the site <br />' conditions A concrete drain is situated in the center of this property California Water Service <br /> currently serves this site <br /> 1 <br /> K ITe,CE7er1151ocktoa-I031Repor1slscm 04-2006 doc Page 3 5TRA TU5 <br />
