UST CLEANUP FUND CLAIMANT #13-537 <br /> Tracy, CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has received <br /> correspondence from RESNA dated May 29, 1992 and has the following comments. <br /> In a letter dated April 29, 1992 from PHS/EHD, the Trust was directed to submit requested items not <br /> originally submitted in the February 12, 1992 "Summary Report/Assessment of Soil and Groundwater <br /> Contamination" by RESNA. Although figures were included in the May 29, 1992 correspondence, still <br /> deleted are recommendations or proposals for remediation techniques or alternatives along with time <br /> tables. Reference was made to weekly inspections and maintenance of the stockpiled soil on site but on <br /> June 8, 1992 another complaint was received stating the plastic covering the soil was off again. <br /> A stockpile sampling event was conducted on April 23, 1992. No request or proposal for this activity was <br /> received and reviewed or approved by PHS/EHD and as such, can not be considered as a valid sampling <br /> event representing the status of stockpiled soil. PHS/EHD requires a written proposal for all stockpiled <br /> soil sampling events showing sampling locations and estimates of soil amounts to be represented by each <br /> sample and recommendations for their remediation or disposal. PHS/EHD is concerned that sample <br /> locations may not be a true representation of the status of the soil since history of its uncontrolled <br /> aeration indicates volatiles close to the surface may have escaped while exposed to the sun and wind. <br /> Sampling events witnessed by PHS/EHD personnel with 48 hour notice and a confirmed appointment time <br /> would ensure acceptance of your sampling data by redirecting sampling locations to allow for uncontrolled <br /> aeration possibilities. <br /> The Trust is hereby directed to comply with the following directions by the deadlines given for each task: <br /> -Submit a proposal, complete with locations, numbers of samples per soil <br /> amounts, and point of disposal for stockpiled soils by July 17, 1992. <br /> -Upon approval of proposal, remove stockpiled soil from site within 5 <br /> working days. <br /> -Submit all missing items from the PAR (Problem Assessment Report) <br /> per "Tri-Regional Board Staff Recommendations" - Appendix A - <br /> Reporting by August 10, 1992. <br /> -Submit the quarterly monitoring report for the first quarter 1992 by <br /> July 10, 1992. <br /> A Division of San Joaquin County Health tare scrwccs10 <br />
