Our interpretation of the statute implied <br /> that underground storage tank sites with documented soil an/or <br /> groundwater contamination could not be issued operating permits <br /> until investigation and clean-up of the contaminated site was <br /> complete. <br /> With the addition of Sections 2653 and 2654 to the 1991 <br /> Underground Storage Tank Regulations, PHS/EHD has the authority <br /> to require investigation and clean-up of contaminated sites, <br /> therefore, permits will -no longer be withheld. <br /> If you have any questions contact please Michael Infurna, RENS, <br /> of my staff at (209) 468-3454. <br /> Jogi Khanna, M.D. , M.P.H. <br /> Health Off ''cer y <br /> :nvironmental <br /> e A.
