Based
on the low concentrations of petroleum in the ground water and the slight downward trend noted over
the year, the EHD advised you that the site may qualify for no further action. In preparation for this,
the EHD required that a soil vapor intrusion evaluation be conducted to assess the potential for the
residual contamination to pose a threat to the people working in the building on the site.
Your consultant chose to collect soil vapor samples for laboratory analysis and compare the results to
the San Francisco Bay Regional Water Quality Control Board (SFBRWQCB), E=nvironmental
Screening Levels (ESL). The September 23, 2008 work plan to collect the soil vapor samples was
approved by the EHD and the samples were collected on January 9, 2009. The report detailed the
findings of this investigation.
Some of the vapor samples exceeded Tier 1 cancer risk levels for benzene, but were stated to be
within the range of maximum acceptable levels using a Tier 2 analysis. The EHD has taken into
consideration the current status of the site, exposure pathways, and future potential of the site and has
concluded that the conditions may warrant no further action.
Please submit a NFAR(No Further Action Report)to Geotracker by June 15, 2009. Please follow the
format for the report listed in the Tri-Regional Board Staff Recommendations for Preliminary
Investigation and Evaluation of Underground Storage Tank Sites, Section 6.6 (April 2004). Please
complete and submit the checklist included in the guidelines with the NFAR.
If you have any questions, lease contact Michael Infuma.at(209)468-3454.
Michael J.
