The boring in <br /> question is SB23, which was proposed in Ground Zero's Workplan for Additional Subsurface Investigation E <br /> dated February 13, 2007. The proposed location for the soil boring is in the center turn lane of East Grant <br /> Line Road and can be seen on Figure 2." Mr. Park stated that he would not allow us to advance the soil <br /> boring at its current location, that .it is in;Fact:fllegal to advance a boring within 10 feet of a "National <br /> Security Pipeline,"unless the pipelihe'has been exposed for the duration of the work. Because the proposed <br /> soil boring:is located in the center of Grant Line Road we do not believe it is feasible to perform an <br /> additional excavation to expose the pipeline:; Additionally, if the boring is moved the required 10 feet away <br /> from the BAPL the new location will; be located in a lane of traffic; which will require an updated <br /> encroachment permit and a new traffic�'coritr.'ol plan,not to mention block a lane of traffic. <br /> Thus we propose to proceed with the other site activities proposed in the aforementioned workplan. Field <br /> work has been scheduled for September 26;'2007.
