This work plan was required by the EHD in
correspondence dated January 23,2007. -
As of the date of this letter, the work plan has not been enacted.
Three EHD Well Permit Application Forms and fees have been submitted for the on and offsite well and soil boring
installations. The EHD was able to issue two permits and is waiting for private parcel access to install"SB-24"to the
east. Too much time has elapsed waiting for this plan to be enacted and the data from the proposed monitoring wells is
needed now to further help with delineation concerns. The EHD will not allow the investigation to be held up any longer.
The soil boring to the east will have to be installed at a later date when the access agreement has been obtained.
You are hereby directed to enact the onsite and offsite/City of Tracy right of way well
installations during the month of September 2007.
Please make arrangements with the C-57 drilling contractor immediately and advise the EHD of the date the drilling will
commence. The permit copies will be forwarded to you when this appointment is confirmed by the EHD staff.
Please continue with your attempts to secure the private parcel access agreement for the parcel where SB-24 is
proposed. Once this document is obtained, please forward a copy to the EHD. The EHD will issue the remaining permit
and you may then schedule this boring installation.
The report of findings for this phase is to be submitted to Geotracker within 60 days following the end of the field work
conducted in September 2007.
Failure to comply with directives issued by the EHD will result in a notification to the State Water Resources Control
Board(SWRCB)Clean Up Fund(CUF)that could affect your reimbursement eligibility. Additionally, responsible parties
may be referred to the Central Valley Regional Water Quality Control Board(CVRWQCB)for formal enforcement actions
if they fail to comply with EHD directives.
You may contact Michael Infurna at(209)468-3454 if you have any questions.
Donna Henan, REHS,Di tar
Envir mental Health ep me t
Michael J.
