As of the date of this letter the work plan has not been submitted.
Also included in the letter was the directive to sample the monitoring wells and to analyze the samples
as listed in previous EHD correspondence. The requirements included in the May 23, 2002
correspondence stated, "...groundwater samples should be analyzed for Total Petroleum
Hydrocarbons as Gasoline (TPHg), BTEX, MtBE and the other fuel Oxygenates, and 1,2-DCA and
EDB, by EPA Method 8260B" The ground water sample analyses included in the Groundwater
Monitoring and Sampling Report(Ground Zero Analysis Inc-April 21, 2005)only utilized EPA
Methods 8015m18021 B. EPA method 82606 was not used and 1,2-DCA, EDB and the other fuel
Oxygenates were not included in the latest monitoring report as directed by EHD. This analytical data
is required and the monitoring wells should be resampled immediately for EPA-8260B. The results of
the laboratory data is to be submitted to EHD in a revised Quarterly Monitoring Report within 45-days.
As of the date of this letter, no electronic submittals have been posted to Geotracker for this site as
directed by EHD.
By not meeting the requirements issued by EHD, the State Water Resources Control Board (SWRCB)
Clean Up Fund (CUF)will be notified.that you are not in compliance regulatory directives.
If the above noted discrepancies are not corrected in 14 days, EHD will recommend to the SWRCB-
CUF that you become ineligible to receive reimbursement. Additionally, EHD may refer you to the San
Joaquin County District Attorney's Office or the Central Valley Region Water Quality Control Board
(CVRWQCB)for formal enforcement action.
You may phone Michael Infurna at(209) 468-3454 should you have any questions or wish to discuss
the site.
