1
l.0 INTRODUCTION JRWAEWAW
This report is being submitted at the request of San Joaquin County Public Health Services,
Environmental Health Division. It represents the results and findings of an Assessment of Soil
and Groundwater Contamination Investigation at Reeves (AKA "Dick's") Exxon Station, 2360
East Street, Tracy, California (Figure 1).
' The property Yhas operated as a gasoline station for 39 years, originally retailmg regular gasoline
' and diesel fuel. Prior to station closure in April of 1991, the station retailed extra unleaded fuel
(Tank 1), regular unleaded (Tank 2), and diesel fuel (Tank 3) from two fuel islands. A 350
gallon waste oil tank was also located behind the repair shop/office. The gasoline and diesel fuel
tanks were 5500 gallon capacity. For former tank and product line locations see Figure 2.
2.0 SITE HISTORY
In September of 1990 a discrepancy in the inventory of petroleum hydrocarbon product records
for the underground storage tanks (USTs) prompted the owners of the property to contact
RESNA Industries (RESNA, formerly WaterWork Corporation) to begin a site investigation
' In December of 1990, Integrity Testing conducted precision testing of the tanks and product
lines The extra unleaded tank failed precision testing The decision to retest the USTs and
product lines was made on the advice of the petroleum hydrocarbon products distributor, who
suspected that product line failure might be the cause of test failure.
1
In January 1991, Banks & Moore Company retested the USTs and product lines on site using
a helium pressure test During testing the extra unleaded tank developed a leak and lost an
estimated 300 gallons of product into the tank pit A verbal report of the leak was made to San
Joaquin County Public Health Services, Environmental Health_Department, and the tank was
' emptied of all remaining product the same day.
On April 11 and 12, 1991, Banks & Company removed the product lines and USTs under the
supervision of RESNA. During the removal, moderate product odor was noted near the tank
R-012792 LF 1
