k
W•"5 h
CHRONOLOGY
FOWLETS AUTO BODY
405 NORTH EDISON,STOCCKTON CA 95201
09/19/1999 An approximately 10,500 gallon underground storage tank(UST)ID 39-515515,and a
1,800 gallon UST ID 39-515516 were discovered after the structures on the site were
destroyed by fire on September 1.9,1999. The property owner stated that these UST were
not disclosed to him when he purchased the property in the 1970's and that he had no
knowledge of these USTs until they were discovered. The USTs were not registered and
were installed reportedly in the early 1950's but no records exist to verify that.
04/12/2000 The two UST were removed at the above referenced site and disposed at West Coast
P
Eq ui ment in Turlock.
No piping was associated with the tanks.
Both USTs were empty at the time of the discovery.
No odor was noted, but soil discoloration at the bottom of the excavation below
the middle of the former 10,500 gallon UST was noted.
A Photo Ionization Detector(PID) reading of 1152 parts per million was
recorded from the soil sample between the two UST taken at 14.5 feet below
surface grade(bsg).
A total of 11 soil samples were collected from the stockpile, the bottom of the
excavation at 14 feet bsg to 16 feet bsg,and the sidewall at 7.5 feet bsg.
Groundwater was not present at the time of the tank removal, but came into the
excavation pit by the following day. A grab water sample was taken and
submitted for laboratory analyses. The excavation was not backfilled.
04/20/2000 Highest analytical results of the.soil samples were taken from the bottom of the
excavation of the two UST at 12,000 Parts per million(ppm) of Total Petroleum
Hydrocarbons(TPH)Purgeable,290.ppm of TPH-Extracted as Oil, and 7,100 parts per
billion(ppb)of Ethylbenzene. Petroleum hydrocarbons were not detected in the
analytical samples taken from the sidewall. Highest analytical results of the stockpile
samples were 8.2 ppm of TPH-E as Diesel, 56 ppm of TPH-E as Oil, and 61 ppb of
Toluene. Results of the grab water sample was 0.61 ppb of Toluene.
06/27/2000 Prop 65 and Unauthorized Release Reports were completed and filed.
07/28/2000 Official Notification of Responsibility(NOR)was issued to responsible party(RP)from
San Joaquin County Public Health Services Environmental Health Division(PHS/EHD)
and the site was placed into PHS/EHD Local Oversight Program(LOP). Additional work
to investigate potential impact to groundwater was required.
08/30/2000 Geoprobe boring#I (GP-1)was advanced to 17 feet bsg on the north end of the
excavation at the site, and GP-2 was advanced on the south end of the excavation at an
angle towards the excavation to 25 feet bsg(for a total probe length of 32 feet). Soil
samples were collected from GP-2 directly beneath the bottom of the excavation between
the two USTs. A total of 4 soil samples and 2 grab water samples were collected and
submitted for laboratory analyses.
