Local and state contingency planning is not under the control of the Facility and is to be
conducted as determined by local and state agencies.Notification contacts are listed in Section 2.2.4 above,
and notification is to occur as noted in Section 2.2.5 of this SPCC Plan. Local and regional spill equipment
resources are the responsibility of the local response agency.
VPPS personnel trained to perform minor spill cleanup are available for minor spill control as necessary.
A large spill will require the services of a qualified removal and disposal contractor to remove the spilled
material. The Facility does not meet the requirements that would mandate the preparation of a Facility
Contingency Plan. However, the following, coupled with the contents of this SPCC Plan, is a brief
contingency plan that is utilized at the Facility:
• Immediately notify the Facility Emergency Coordinator and/or the Alternate Facility Emergency
Coordinator when a spill occurs.
• Determine the size, location, source, responsible party, and identification of substance,if possible.
• VPPS staff, will be sufficient for initial spill mitigation. Minor spills will be cleaned up by using
absorbent materials.
• The initial response will be to maintain control of any spill in the immediate vicinity of the source
of the spill.
• A spill will not be cleaned by flushing with water down a drain or into a ditch.
• Absorbent materials will be sealed in plastic bags when no longer absorbent and/or stored in 55-
gallon drums with secure covers before being disposed offsite by a qualified waste disposal
contractor.
• If the spill is too large to be effectively contained and cleaned up by VPPS personnel, the Facility
Response Coordinator will contact a qualified spill cleanup contractor to perform the cleanup of
the spilled substance and dispose the substance at an appropriate disposal site.
4M
%41 CONDOF
