Eight Mile Road <br /> Stockton, CA <br /> We have reviewed .the Site Evaluation/Remediation Work Plan dated January 24, 1991, for the above <br /> referenced site. <br /> Your consultant,Wallace-Kuhl and Associates, Inc:;proposes to excavate contaminated soil until TPH-diesel <br /> levels in the resulting excavation are below 100pprn or until groundwater is encountered. Please be advised <br /> that according to the August 10, 1990 Tri-Regional Board Staff Recommendations, 100ppm is not a cleanup <br /> level. The origin of the 100ppm level was to develop a method to prioritize the`case load and indicate <br /> whether a significant volume of fuel had been released or discharged. The level of cleanup .is to be <br /> assessing the potential impact of residual soil contamination on the groundwater. In many <br /> determined b as p <br /> Y <br /> $ P <br /> cases it may not be appropriate to leave soil in place which is contaminated with total petroleum <br /> hydrocarbons or other compounds at any concentration. <br /> Although this investigation/remediation re-excavation should be beneficial for source removal, further <br /> investigation may be required to determine the hydrocarbon contamination impact on groundwater beneath <br /> the site. <br /> Please proceed with your immediate plans for source removal. San Joauqin County Public Health Services, <br /> rior to commencement of field activities. <br /> Ih.
