Eight Mile Rd . <br /> Stockton , CA, 95209 <br /> San Joaquin County Public Health Services , Environmental Health Division ( PHS-EHD) <br /> has received a copy of your December 15 , 1998 correspondence to Mr. Drew Van Allen <br /> of ATC Associates, Inc. regarding their request to gain access to the levee area at the <br /> above referenced site for the purpose of installing monitoring wells. <br /> Currently, this site is required under California Underground Storage Tank (UST) <br /> Regulations to investigate an authorized release that has impacted the soil and <br /> groundwater. In previous sub-surface investigations in the levee area , it has been <br /> determined that very high concentrations (free product) of petroleum hydrocarbons still <br /> remain in the shallow soil in front of the store and adjacent building . Under <br /> requirements detailed in the UST Regulations , the responsible party for the USTs must <br /> determine the lateral and vertical extents of the contamination in the soil and <br /> groundwater. <br /> PHS-EHD is requiring the responsible party to install monitoring wells along the former <br /> piping area at the store front/levee area in order to collect groundwater samples and <br /> verify the groundwater hydraulic gradient. Additional monitoring wells are located <br />!j around the site as a requirement to determine the extent of petroleum impact to the <br /> groundwater. <br /> UST sites are required to assess the site in order to determine if, and what type of <br /> remediation , may be necessary. Based on the lateral and vertical extent, the <br /> concentration and type of contamination , and cost-effectiveness of the treatment, PHS- <br /> EHD will determine what remediation is feasible. <br /> PHS-EHD has a contract with the State Water Resource Control Board (SWRCB) for <br /> overseeing UST investigations and works with the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) to ensure compliance to the regulations. Provisions <br /> currently exist that allow for uncooperative adjacent or neighboring parcel owners to be <br /> named as a responsible party for the contamination on their site and be directed to <br /> perform an investigation . <br /> p�I <br /> I A Division of San Joaquin Counry Health Care Services <br />
