The EHD is reviewing your
leaking underground storage tank (LUST) case to update the Low-threat Underground Storage
Tank Case Closure Policy (LTCP) checklist and Path to Closure Plan (PTCP) pages on the
electronic database GeoTracker, maintained by the California State Water Resources Control
Board (SWRCB) for LUST cases .
While your LUST case fits a number of criteria for case closure under the LTCP, it doesn 't fit all;
however the EHD is still interested in evaluating your case for closure. The major concern of the
EHD is the apparently increasing concentrations of tert-butyl alcohol (TBA) in monitoring well
MW-7 . The EHD has discussed your case with a representative of the Central Valley Regional
Water Quality Control Board (CVRWQCB) who agreed with the EHD that your site may be
closable if the TBA concentrations can be shown to be declining , will achieve background
conditions in a reasonable time frame, and the contaminant is very unlikely to impact either the
domestic well onsite or the open water adjacent to your site.
Since First Quarter Report was issued , it appears that four additional groundwater monitoring
events have taken place; the analytical results for one event are on GeoTracker, but no
associated report, and there have been no submittals of analytical data or reports for the other
three events. To assist the EHD to review your case for closure, and to comply with the
requirements of California Code of Regulations Title 23, Division 3, Chapter 30, Articles 1 and 2 ,
Sections 3890-3895 , you are directed to upload the analytical results and reports of findings for
the monitoring events conducted 27 August 2013 , 30 April 2014, 5 August 2014, and 3 February
2015; upload these submittals no later than 30 June 2015. The reports of findings can be
combined into one appropriately titled report that indicates the report contents ; the report should
include field notes , laboratory reports, maps and calculations for all four events. Also include
appropriate recommendations and a professional opinion on the concentration trend of TBA,
potential for impacting the open water adjacent to the site or the domestic water well onsite and
I
I
I
