State of California Department of Corrections & Rehabilitation <br /> Memorandum <br /> Date February 17, 2017 RECEIVED <br /> FEB 2 4 2011 <br /> To San Joaquin County <br /> Environmental Health Department ENVIRONMENTAL HEALTH <br /> Attn . : Elena Manzo , Senior REHS PERMITISMiTISERi1lCES <br /> From : CDCR - Deuel Vocational Institution <br /> t SUBJECT : Return to Compliance Statement <br /> This Statement is additional response to the Aboveground Storage Act Inspection Report at Deuel <br /> Vocational Institution on several deficiencies that have been noted during facility inspection on May <br /> 24-251 2016 , as specified below: <br /> The violations identified as #201 , 301 , 303 , 604 , 617 referencing the DVI SPCC plan are being <br /> addressed with a revised SPCC plan and is being processed through the Architectural and <br /> Engineering Department of CDCR with the Service Request form being sent on 2- 17-2017 . <br /> Violations # 716 & 717 referring to high level monitoring and liquid level sensing devices have been <br /> corrected by purchasing and installation of new monitoring system Veeder Root TLS-300 including 5 <br /> (five) new sensing devices on 3 (three ) diesel tanks AST at the Boiler House . 400 gal single wall <br /> tank at the Booster Station has been replaced with modern double wall tank , that has been installed <br /> and in operation since 2A 6.2017 . <br /> Ditch pumps with 180 gal single wall tanks with no secondary containments — in response to this <br /> violation be advised that DVI has recently procured 2 (two ) modern double wall tanks that are <br /> currently in the process of installation as replacement of single wall tanks . Capacity of new tanks is <br /> 50 gal each , which makes them out of scope of SPCC . <br /> In Summary, DVI has taken sufficient corrective actions on the violations as listed in AST Inspection <br /> Report dated May 25 , 2016 . DVI recognizes that there is a need to be fully compliant with <br /> regulations and requests the opportunity to perform other necessary corrections to be completed , <br /> as obtaining certification of updated SPCC by the Architectural and Engineering Department of <br /> CDCR Professional Engineer .
