State of California Department of Corrections & Rehabilitation <br /> Memorandum <br /> Date July 31 2019 <br /> To San Joaquin County <br /> Environmental Health Department <br /> Attn . : Lydia Baker, REHS <br /> RECEIVED <br /> From : CDCR - Deuel Vocational Institution <br /> JUL 0 2019 <br /> LM 1RONNIENTAL t-WALTH <br /> SUBJECT : Return to Compliance Statement Ul'- I'Altl '� ILN' 'f <br /> This Statement is to respond to Aboveground Storage Act Inspection Report at Deuel Vocational <br /> Institution on several deficiencies that have been noted during facility inspection on June 12 , 20191 <br /> as specified below: <br /> #301 CFR 112 . 5 (a) — Failed to amend Plan as necessary. <br /> Plan has been revised to reflect current number of 55 gal bulk containers with petroleum based <br /> products and waste oil at the Vehicle Maintenance Garage , and Waste Oil Storage Area . <br /> Plan has been revised to address three 2000 gallon diesel tanks at the Boiler House , that have <br /> been installed and operated as a single storage unit, are manifolded together, so are <br /> permanently manifolded tanks , which adequately changes potential release scenario . <br /> Service Request form to obtain Professional Engineer ( PE ) certification of the Plan has been <br /> submitted to Richard Traversi , Principal Architect, Chief of Design Services , at the Design & <br /> Environmental Services & Standards Branch , Department of Corrections & Rehabilitation on <br /> 6/17/ 19 . Copy of Service Request is attached . <br /> # 711 CFR 112 . 8 (c) ( 6) — failed to perform scheduled tank tests or inspections by <br /> appropriately qualified personal . <br /> Annual tanks inspections for 2019 have been conducted on June 12 , 2019 . Inspection records <br /> as proof of practice are attached for each tank . <br /> 3000 gallon diesel and 2000 gallon gasoline tank at the Garage fueling station is now, starting <br /> June 2019 , being inspected on a monthly basis with utilizing Monthly Inspection Assessment <br /> Form (Attachment H ) as specified by Plan . Inspection records as proof of practice are <br /> attached . <br /> # 714 — CFR 112 . 8 (c) (8) ( i -iv) — failure to provide the 2000 gallon diesel tank located at the PIA <br /> Farm Equipment Maintenance Shop with a high liquid level alarm with audible or visual <br /> signal . . <br /> This deficiency has been corrected on June 18 , 2019 by installation of liquid level gauge .
