Concrete Batch Plant No. 5 (Facility) is approximately 5.5 acres and
is located in the Triangle Industrial Park off Mariposa Road east of Highway 99 in Stockton,
CA. The site address is 2714 Stagecoach Road. The site is fully paved and includes a batch
plant, a concrete recycling unit, truck washing facilities, an administrative/truck maintenance
building, and stockpiles of aggregate. The Site Plan included in Appendix C of this SPCC
Plan shows the location and layout of the Facility. It also shows the location of oil containers,
buildings, loading/unloading and transfer areas, and critical spill control structures.
The Facility is bounded by Duck Creek to the north, undeveloped industrial parcels to the
east and west, and developed industrial sites to the south. All storm water is contained and
directed to storm drain inlets or the concrete recycling unit. Except for Duck Creek, the site
and adjacent sites are relatively flat and no storm water run-on from adjacent parcels is
anticipated. All site storm water is routed through a Bay Saver® underground in-line
stormwater treatment unit, which is cleaned regularly.
The primary activity on the site is concrete batching and loading into cement mixing delivery
trucks. The site contains a recycling unit that separates the aggregate from residual cement
in the returning trucks, and recycle the water back into the concrete mixer. Truck
maintenance is conducted indoors, with no exposure to storm water. Truck wash water drains
to the recycling unit and steam cleaning is conducted under a canopy and drains to its own
recycling unit. Refer to Section 6.0 for a detailed description of the oil storage containers
located at the facility.
5.4 Portable Facilities
Ref:40 CFR 112.3(c)
711 Materials, Inc. is not a portable operation and therefore Section 112.3(d) is not
applicable.
Alta Environmental 8
BASR-19-8895
July 3, 2019
