711 Materials, Inc. <br /> ,` ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> • Liquid-tight sloped or recessed floor in indoor locations or similar outdoor locations; <br /> • Liquid-tight floors provided with liquid-tight raised sills or dikes; or <br /> • Sumps and collection systems. <br /> Floors, sills, dikes and sumps shall be constructed of noncombustible material, and the liquid- <br /> tight seal shall be compatible with the material stored. <br /> 6.2 Review of Specific Requirements for Bulk Storage Containers <br /> Ref:40 CFR 112.81 Bulk storage containers; Ref: EPA Response to <br /> Industry Questions,Sep.30,2002:Guidance on constraining <br /> precipitation; Ref: EPA Response to Industry Questions,Sep.30, <br /> 2002:Guidance on container devises to avoid overfills,Section <br /> 112.81(8). <br /> This section lists the specific requirements in 40 CFR 112.81 Bulk storage containers. A <br /> Facility response addresses each requirement and describes how the Facility complies. <br /> You must: <br /> (1) Not use a container for the storage of oil unless its material and construction are <br /> compatible with the material stored and conditions of storage such as pressure <br /> and temperature. <br /> Facility Response: <br /> All oil storage containers are constructed of materials and construction that are <br /> compatible with the characteristics of the oil product they contain, and within <br /> appropriate temperature and pressure conditions. <br /> (2) Construct all bulk storage container installations so that you provide a secondary <br /> means of containment for the entire capacity of the largest single container and <br /> sufficient freeboard to contain precipitation. You must ensure that diked areas are <br /> sufficiently impervious to contain discharged oil. Dikes, containment curbs and pits <br /> are commonly employed for this purpose. You may also use an alternative system <br /> consisting of a drainage trench enclosure that must be arranged so that any <br /> discharge will terminate and be safely confined in a facility catchment basin or <br /> holding pond. <br /> Facility Response: <br /> All bulk storage containers at the site are equipped with secondary containment <br /> sufficient to hold at least 100% of the maximum capacity of the largest container <br /> or constructed with an integral containment system when indicated as double wall. <br /> All single wall bulk storage tanks requiring secondary containment are located <br /> indoors or under canopy so precipitation will not collect within the containment. All <br /> storage locations have spill control and cleanup equipment readily available in their <br /> vicinity. See the secondary containment calculations in Appendix G. <br /> (3) Not allow drainage of uncontaminated rainwater from the diked area into a storm <br /> drain or discharge of an effluent into an open watercourse, lake or pond, bypassing <br /> the facility treatment system unless you: (i) Normally keep the bypass valve sealed <br /> Alta Environmental 10 <br /> BASR-19-8895 <br /> July 3, 2019 <br />
