7 11 Material, Inc. <br /> Spill Response Plan <br /> When a spill detected, these steps should be followed to prevent injury and control the material from <br /> entering the storm water system. Remember 711 Materials' priorities: Protection of LIFE, then the <br /> ENVIRONMENT, and finally our PROPERTY. It is 711 Materials' policy to conduct its business in an <br /> environmentally responsible manner, in full compliance with applicable federal, state, and local <br /> environmental laws, and to continually improve its environmental performance. However, 711 Materials <br /> personnel should NEVER endanger their lives to protect the environment or property. <br /> 1. Carefully identify the type of material leaking and/or spilled and determine the immediate safety <br /> hazard (fire, explosion, contact, or vapor.) <br /> 2. The clean-up of any hazardous condition that presents an imminent safety threat to the public or <br /> Facility personnel must not be attempted. Secure the scene and keep all personnel away from the <br /> spill. Contact the shift supervisor immediately if you suspect a hazardous condition exists and wait <br /> for outside assistance if you are unsure how containment should be safely implemented. Only if <br /> can be done safely, protect storm water drains from contaminated runoff. Never attempt to control <br /> a spill if you do not have the appropriate personal protective equipment. Safety First! <br /> 3. If it is deemed safe, take immediate action to prevent further release or discharge of the substance <br /> ( i.e., protect the environment.) Efforts should be made to limit the extent of the spill. This can be <br /> accomplished by using absorption pads, booms, sand or soil. Notify the shift supervisor <br /> immediately and keep any personnel not assisting with the cleanup away from the spill. <br /> 4. Hazardous materials spills that cannot be handled safely by Facility personnel should be <br /> immediately referred to the Facility Response Coordinator. The Facility Response Coordinator <br /> should contact the following personnel and agencies as deemed necessary: <br /> a. Randy Tilford, Basic Resource, Corporate Environmental Manager (209) 521-9771 <br /> b. Emergency Services, 911 <br /> c. San Joaquin County Certified Unified Program Agency, (209)468-3420 <br /> d. California Emergency Management Agency, (800) 852-7550 <br /> 5. The Facility Response Coordinator should notify the Basic Resource Corporate Environmental <br /> Manager with spill details. In the event of a reportable spill, 711 Materials will notify the appropriate <br /> local and state agencies notified of the oil-petroleum containers at the Facility (e.g. local fire <br /> department, San Joaquin County CUPA, Regional Water Quality Control Board) and the EPA <br /> Regional Administrator once the hazardous condition have been mitigated. <br /> 6.
