The Facility contracts with various suppliers to fill the on-site tanks. The diesel and/or oil delivery trucks unload product by pumping it through a hose directly to the tank or a fill port. The fill points for the tanks are located adjacent to floor drains which drain to an oil/water separator. All supply and discharge valves on the tank are secured at the end of the business day. A Facility representative escorts the incoming truck driver and remains with the driver and truck until loading/unloading is completed. Loading/Unloading and spill prevention procedures are posted at all delivery and unloading areas. Prior to departure of a tank truck, the truck operator is responsible for inspecting the drains and all outlets on the tanker to assure that no leaks are observed.The Facility representative, along with the driver, inspects all surfaces to ensure no discharges have occurred.The receipt for delivery is not signed until all releases are cleaned. Removal of used motor oil from the various AST occurs as needed. The Facility contracts with a used oil service to clean the oil/water separator at least twice annually. Loading/Unloading procedures are provided in Appendix C and the guidelines will be followed during bulk fuel transfer operations. 4.18 Brittle Fracture Evaluation [40 CFR 112.7(i)] There are no field constructed tanks located at the Love's/Speedco #944 facility; therefore, the brittle fracture evaluation is not required under this section. 4.19 Conformance with State Requirements [40 CFR 112.7(j)] The facility will conform to all applicable state requirements for oil storage. State of California spill reporting requirements are discussed in Section 4.10.
