The Spill Prevention, Control, and <br /> Countermeasure(SPCC)Plan shall include a facility diagram which must mark the location and contents of each <br /> fixed storage container and the storage area where mobile or portable containers are located. It must identify the <br /> location of and mark as"exempt'underground tanks. It must also include all transfer stations and connecting pipes, <br /> including intra-facility gathering lines. Immediately update the facility diagram to include all of the required <br /> information. Submit a legible copy of the updated facility diagram to the EHD for review. <br /> This is a Class II violation. <br /> 609 CFR 112.7(a)(3vi), 112.7(a4)Plan failed to adequately contain procedures for reporting a discharge. <br /> The Spill Prevention, Control, and Countermeasure(SPCC)Plan does not provide information and procedures to <br /> enable a person to adequately report a discharge. The phone number for the SJC Environmental Health Department <br /> (209-468-3420)and the Facility Response Coordinator phone number are missing. If a response plan was not <br /> submitted to the Regional Administrator,this information must be included in the SPCC Plan. Immediately ensure <br /> that the SPCC Plan includes this information and submit a copy of the revision to the EHD. <br /> This is a minor violation. <br /> 622 CFR 112.7(f)(3) Failure to conduct complete annual discharge prevention briefings for oil-handling personnel. <br /> Discharge prevention briefings are not scheduled at least once a year. The last training for discharge prevention <br /> was 3/21/2018. Discharge prevention briefings for oil handling personnel must be scheduled and conducted at least <br /> once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and <br /> describe known discharges or failures, malfunctioning components, and any recently developed precautionary <br /> measures.
